Just a couple of thoughts: Is there a veterinary med school that might be close? If so they may do the surgery at a fraction of the cost (many years ago I used a University Dental school for some expensive work while I was in graduate school).
The shooting could have been accidental though still careless. Many hunters shoot at anything that moves in the woods. Although unconfirmed, I think I lost two cats this way (no evidence or cats ever found). Sometimes humans are just thoughtless not vile.
